Pins the AI Assistant and AI Review reusable workflows to UCI v0.0.21 (93ebad0), replacing v0.0.20 in both the uses ref and matching uci-ref inputs.

Mechanical bump of the pinned sei-protocol/uci reusable-workflow ref from v0.0.20 (68010d0) to v0.0.21 (93ebad0) in ai-assist.yml and ai-review.yml. The uses: SHA, the uci-ref input, and the accompanying release-tag comments are updated consistently in both files, with no stale references left anywhere in the tree.
