- Added ES UID construction file and master_conditions file to "input_processing" folder.
Update develop with the upstream main branch
Corrected handling of wages below MIN_HOURLY_WAGE_RATE
Added Parameters.validateStartYear() that throws a clear IllegalArgumentException when startYear falls outside [MIN_START_YEAR, MAX_START_YEAR] (or the _TRAINING variants when -t is set). Called from SimPathsStart (headless setup and buildExperiment) and SimPathsMultiRun.main() so invalid values from -s, YAML config, or DatabaseCountryYear.xlsx fail fast instead of surfacing as obscure downstream errors.
