The release images for amd64 and arm64 were built on one x64 runner, with arm64 emulated through QEMU. Emulated builds are slow, and they don't run the arm64 build the way the arm64 tests in the Docker workflow do.

Each platform now builds on its own native runner, and a final job joins the results into the multi-platform tags and signs them as before. The plus1 image builds on the full image from the same runner, because its version tag only exists after the final job.
