make driftnow reads each recorded verifier's committees from the chain and flags any that no lane declares. Before, a committee whose lane was retired or repinned stayed a valid quorum without being noticed.apply-signature-configscan now revoke those committees: by default it only warns about each one, and withREMOVE_UNDECLARED_SIGNATURE_CONFIGS=trueit stages the removal. The source side'sremoteChainConfigis still not checked from the chain because there's no getter that lists it; the docs now say so.Fixes:
