Existing tests bypass the production client’s message-size options, leaving successful payloads between 4 MiB and 16 MiB and rejection above 16 MiB without regression coverage.

This pull request increases the buffer sizes used in the Catalog service's gRPC connections to 16MB. This change is intended to allow larger messages to be sent and received between services, improving reliability when handling larger payloads.
