This PR add the recently published research paper State Machine Model for The Update Framework (TUF) on the publication list. Paper Title: State Machine Model for The Update Framework (TUF) Hii , while i'm exploring the TUF website i noticed that the publication page has not updated since 2024 but TUF has published some research paper . So i just added one more research paper to their publication list .The reason why i'm adding link not the actual pdf because the TUF repository has disabled the files upload section. There is more way to do this but this is the easier one so i have done this. Thank You Adarsh Raj
