Goal: Provide repository-owned guidance that stores reusable Markdown templates in docs/templates/ and makes concrete documents link to them instead of duplicating their complete reusable body.
Scope:
- Create a create-markdown-template skill.
- Define template location, naming, frontmatter, semantic links, indexing, and validation.
- Define exceptions for short illustrative excerpts and immutable external-surface examples.
- Classify and migrate only clear in-scope template-like content.
Boundary: Do not rewrite every Markdown snippet or build a generic document-generation tool.
Verification: Run linter all and cargo test --doc --workspace; exercise the skill with template and exception examples.
