Archives completed issue #2446’s baseline-analysis records while preserving navigation from EPIC #1669.
Changes:
- Moves the specification and verification evidence to
docs/issues/closed/. - Updates completion metadata, checkpoints, and progress logs.
- Repairs links affected by the move.
