Release notes for the decoder, derived from the merged history: 0.1.0 as it went to npm, and the repository's initial contents under the date the repository was published. The OIDC and provenance change landed after 0.1.0 was published, so it sits under Unreleased rather than being credited to a release that does not carry it.
