feat: owner-only switch letting Managers add and edit assets and kits - #3306
Today a Manager cannot add or fix anything in the catalogue, not even a wrong location on the floor.
This adds one owner-only switch, "Add and edit assets and kits" (default off), under Settings > General > Permissions > Managers. Off, nothing changes for anyone. On, Managers can add and edit assets and kits, but still cannot delete, archive, import, or invent categories, locations, tags, custom fields or asset models.
The Permissions card now opens each role section (Managers, Self service, Base) with one line saying what that role does by default, and the Manager role description shown when inviting or changing a role stays true with the switch on or off.
Owners and Administrators are never affected. Administrators see the switch disabled with "Only the workspace owner can change this setting."

Ship path
Web deploy as usual. The companion part (buttons follow the switch) ships by OTA on Nikolay's go. Phones on an older bundle keep today's behaviour: their buttons stay hidden, and the server enforces the switch either way.
How it works
Migration.Organization.managersCanEditAssets BOOLEAN NOT NULL DEFAULT false.
Policy.packages/permissions/src/workspace-grants.ts holds WORKSPACE_GRANTS: setting -> role -> entity -> extra actions. The only row is managersCanEditAssets -> MANAGER -> asset: create, update; kit: create, update; qr: update. roleHasPermission takes the workspace's switches and unions the row of every switch that is on with the matrix, so a switch only widens a role and an off workspace answers exactly as the matrix does.
Opt-out. Routes that share one of those pairs but must stay closed (the bulk edits other than location, bulk create from a model, the sequential-id migration) pass matrixOnly: true, which answers from the matrix alone.
Server.requirePermission, requireAnyPermission, requirePermissionInOrganization and getMobileUserContext pass the selected workspace's switches. hasPermission (behind requireMobilePermission) loads the switch in the same query as the roles. Its type makes a caller that supplies roles also supply workspace (or null).
Web UI. The _layout loader puts the switches on roleAccess. useOrganizationRoles hands them to userHasPermission, so the existing gates (New asset, Edit, Update location, link QR, kit buttons) follow the switch without per-call edits. Inline "Create new" picker entries render only with the matching create permission (useInlineCreatePermissions).
Switch. It has its own form and intent, saves on change, and the action calls assertIsOrganizationOwner. The existing visibility form still writes only its four columns, so an Administrator saving it can never flip this one.
Phone./api/mobile/me returns managersCanEditAssets per organization. The companion passes it to its userHasPermission, so create, edit, update location and QR link follow the grants. There are no role-name checks on the phone. Inline "Create tag" stays hidden (the server's tag:create).
Guard test.test/routes-tests/manager-edit-switch.route-registry.test.ts scans every route and module for checks on the granted pairs and fails until each file is classified as opened by the switch or matrix-only (and every matrix-only check really passes matrixOnly: true). A future route behind "edit asset" cannot open to Managers without someone deciding it. It already caught one: api+/link-titles.ts (from feat(custom-fields): Link fields, link chips and page titles #3307) after the last merge with main.
Refused-check errors keep only the switches from the organization row in additionalData, so a 403 body never carries the rest of the row.
Decisions where the spec was silent
Page. Settings > General > Permissions, next to the custody and booking visibility switches. That card is the one about what roles may see and do. The explicit check-in switches on Settings > Bookings are about the booking flow. The wording and the owner-only lock are copied from the explicit check-in card.
Bulk edits. Only bulk location opens (the spec names it). Bulk category, tags, asset model, availability, min quantity, add to / remove from kit and bulk create from a model stay closed, which is the smaller grant.
GPS "Update coordinates" on an asset opens with the switch, because it is an asset edit beside location.
Quantity. Adjust quantity of a quantity-tracked asset opens, as it is part of "quantity settings".
Kit location (single and bulk) opens with kit:update, consistent with editing a kit.
No read grants added. The asset and kit form pickers load their options inside loaders the switch already opens. Categories, tags and custom fields pages stay hidden from Managers.
Phone refresh. The phone reads the switch from /api/mobile/me. A change reaches a signed-in phone on the next app launch, sign-in or workspace switch. Until then the server's answer wins, and a stale button gets a 403. I did not add a foreground refetch: the companion keys about 20 screens' effects on the org object, so swapping it mid-session would re-run them.
Claim page. The page opens on the selected workspace's switch, and its workspace list judges each workspace by its own switch. A Manager sitting in a switched-off workspace gets the page refused, even if another of their workspaces has it on. That is an edge case, left as is.
Link titles (api+/link-titles.ts, naming a link stored in an asset's custom field) opens with the switch: it is part of editing custom field values, and none of the forbidden catalogue items.
QR claim page error data now carries only the workspace id, not the whole workspace row (pre-existing, but now reachable by Managers).
No activity entry is written when the switch is flipped. That matches the other workspace permission switches.
Route inventory (every route behind a granted pair, allow or deny)
Every route below is gated by one of the five granted pairs. "Enforced" says how a Manager with the switch on is kept to the allow list. matrixOnly: true means the check answers from the base matrix alone. Paths are under apps/webapp/app/routes/.

Tests and checks
New policy tests: packages/permissions/src/workspace-grants.test.ts and access.test.ts cover both switch states. Owner and Admin are unaffected, Self service and Base unaffected, and delete, archive, import and every catalogue create stay denied. matrixOnly: true returns the matrix answer.
Web route tests: test/routes-tests/manager-edit-switch.web-gates.test.ts. Each route the switch opens gives a Manager 403 with the switch off and success with it on, and the service receives the exact record. Each route that stays closed gives 403 both ways, and an Admin reaches the same write. The real requirePermission runs.
Mobile route tests: test/routes-tests/api+/mobile+/manager-edit-switch.gates.test.ts (36 cases, the real requireMobilePermission) and me.test.ts.
Existing "Manager cannot ..." tests now cover both states (QR claim, asset and kit action menus, bulk menu, effective-access snapshot additions only).
Owner-only switch: managers-can-edit-assets-form.test.tsx and settings.general.test.tsx. An Admin gets a 403, the Owner saves, and an Admin saving the visibility form leaves the switch unchanged.
Companion: lib/permissions.test.ts. Maestro flow apps/companion/.maestro/flows/roles/03-manager-edit-switch-on.yaml (plus shared/login-manager.yaml): a switched-on Manager creates then edits an asset on the phone.
Full runs on this branch, merged with main on 2026-11-02: pnpm turbo typecheck clean. pnpm turbo lint has 0 errors (4 warnings, all in files this PR does not touch). Webapp vitest --run passed 13,521 tests in 1,018 files. Companion passed 733 of 733. @shelf/permissions passed 60 of 60. The repo /pr-review (bugs, tests, conventions, security, impact) ran on 2026-11-02 and its findings are fixed in this branch.
Real server, local dev against the QA database, Manager token on /api/mobile/*: asset/create 403 off, 200 on. asset/update 200 on, 403 off. asset/delete and tags/create 403 on. /api/mobile/me reports the switch. The probe asset was deleted afterwards.
This update adds asset-model custom field defaults. It pre-fills the asset form and fills empty fields on the server when an asset joins a model. It also adds a "fill linked assets" action on the model edit page. I found no new security issues.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.

Walkthrough
This change adds a default-off workspace switch that grants Managers selected asset, kit, and QR permissions. It updates permission checks, workspace settings, web and companion interfaces, and tests for the switch’s enabled and disabled behavior.

Summary
Persisted setting and grant rules packages/database/prisma/*, packages/permissions/*, apps/webapp/app/utils/permissions/*, apps/docs/roles-and-permissions.md, docs/manager-edit-switch.md
The organization gains managersCanEditAssets, defaulting to false. When enabled, it grants Managers asset and kit create/update and QR update permissions. matrixOnly checks ignore those grants.
Client and server permission checks accept workspace grants. Hooks, services, and routes pass workspace settings into the relevant checks.
Owner setting and persistence flow apps/webapp/app/components/workspace/*, apps/webapp/app/routes/_layout+/settings.general.tsx, apps/webapp/app/modules/organization/service.server.ts
The workspace settings form shows the switch for team workspaces. An owner-only action validates and saves its value.
Web permission-gated controls and routes apps/webapp/app/components/assets/*, apps/webapp/app/components/kits/*, apps/webapp/app/routes/*, apps/webapp/test/routes-tests/manager-edit-switch.*
Web controls gate editing, deletion, inline creation, importing, and bulk actions by their permission checks. Route checks and tests distinguish actions opened by the switch from matrix-only operations.
Shelf-nu/shelf.nu#3220: Documents the Manager permission contract that this change makes conditional.
Shelf-nu/shelf.nu#3200: Defines asset-import permission gates, which this change keeps outside workspace grants.
Shelf-nu/shelf.nu#3307: Adds a link-title action gated by asset:update, a permission granted to Managers when the switch is enabled.

Explanation
The title "feat: owner-only switch letting Managers add and edit assets and kits" matches the main change in the changeset. The raw summary and objectives show an owner-only managersCanEditAssets workspace switch, defaulting off, that grants Managers asset, kit, location, and QR-update permissions. The changed files cover the schema field, permission resolver, workspace grants, UI settings form, route checks, and tests, all of which relate to this switch. The title is concise, specific, and uses a conventional commit prefix. It does not mention the explicit exclusions (no delete, archive, import, or catalogue creation), but the title does not need to cover every detail.

Scans app/routes and app/modules for asset/kit create|update and qr update checks
and requires each file to be listed as opened by the switch or matrix-only.
The sequential id migration now says matrixOnly: true explicitly.
apps/docs/roles-and-permissions.md already documents the switch, so the root-level
docs/manager-edit-switch.md only repeated it. The roles doc now points at the
route registry test instead of the removed file.
