docs: backport Planner installation prerequisites to 0.12

A basic pip install aisimulate ai-dynamo installation omits dependencies needed by dynamo.planner, including scikit-learn. This backports the documentation fix from #231 to release/0.12.0 for NVBug 6785216.

The signed cherry-pick of 8da29bf2b2ce91fbb12c9a2cbe3aa68a67494099 applies cleanly to release head 1f728534910187ecb2f021ef5e4bd4949bd555d0. It retains the same four-file patch: matching Planner requirements and image guidance, exact RC-artifact instructions, and a CPU-only synthetic example with 12 requests. No runtime, dependency, or schema implementation changes are included. There are no dependent backport PRs.

Validation on 1240cf48790820aea2f63097f642391c62559129:

• The example passes the release AISimulate core schema and the Dynamo RC9 Planner schema at ffd7c1a90eb403c0d43911690c5c9b8457acd826.
• Model JSON, local Markdown links, all documented shell blocks, SPDX headers, packaged legal files, and whitespace checks pass.
• Stable patch-ID comparison confirms that the four-file diff matches the merged main fix exactly.

Main PR #231 passed Fast CI and Full CI with 53 successful jobs, and CodeRabbit generated no actionable comments. Those results are main-branch evidence, not release-head CI. This backport remains draft pending its own hosted CI and release review.

Exact RC-wheel end-to-end QA verification remains pending: validate a clean installation, 12 completed requests, and prediction.json plus requests.jsonl with the exact matching artifacts. This PR does not claim that validation, close the bug, or imply TPM approval or inclusion in a release candidate.

Closing this documentation-only backport because AISimulate v0.12.0 was officially published on September 17, 2026.

The Planner installation guidance and example are already on main through #231, with the subsequent grpcio-tools compatibility correction in #249. This backport was not included in the v0.12.0 tag, and merging it now would not change the published 0.12.0 artifacts.

The changes remain available on main for future releases. If a 0.12 maintenance release needs this documentation, a refreshed backport should include both #231 and #249.
