ci: drop Python 3.10 and improve 3.15 preview support - #16023
Drop Python 3.10 from the core packages and CI. Python 3.11 is the floor, 3.14 is required, and 3.15 stays experimental across PR, nightly, and release workflows. Coverage runs on 3.11.
This includes dependency and build fixes for 3.15, saved-component compatibility, and an Oracle bundle bump to 0.4.0. Python 3.11–3.14 keep their existing third-party dependency selections.
Merged the current release-1.14.0 branch and regenerated the Enterprise bundle lock. The lock includes the new Jira bundle and retains this PR's Python floor and Oracle version.
Verification
The Python support, bundle profile, and release inventory tests passed with 47 tests. The bundle profile check passed, and uv validated all 864 locked packages. Pre-commit checks passed for the merge resolution.
Required CI passed on eb7326d before this merge. Fresh CI is pending on the updated head. The prior 3.15 run still failed on LiteLLM's removed sre_constants import, Pandas datetime conversion, and the missing MarkItDown dependency.
Waiting on upstream
Checked released versions again on October 29. No stable dependency combination clears the remaining 3.15 failures.

LiteLLM
Stable 1.106.6 excludes 3.15. The upstream fix is in 1.109.0.dev1, whose LiteLLM and Router imports passed an isolated Python 3.15.2 smoke check.
Wait for a compatible stable release. Full ToolGuard and component-import checks still need verification.

Walkthrough
The project minimum Python version is now 3.11. CI and release workflows update their test matrices, with Python 3.15 treated as experimental in specified workflows. Coverage runs move to Python 3.11, and CI tests check the updated support configuration.

Summary
Support requirements and declarations .github/ISSUE_TEMPLATE/bug-report.yaml, README.md, pyproject.toml, src/*/pyproject.toml, scripts/ci/bundle_profiles.json, scripts/ci/bundle_profile_locks/...
The project and bundle minimum Python version changes from 3.10 to 3.11. The upper bound remains below 3.16. The README describes Python 3.15 as experimental.
CI matrices and coverage .github/workflows/backend-*, .github/workflows/ci.yml, .github/workflows/cross-bundle-test.yml, .github/workflows/integration_tests.yml, .github/workflows/lint-py.yml, .github/workflows/nightly_build.yml, .github/workflows/python_test.yml, .github/workflows/store_pytest_durations.yml, .github/workflows/backend-tests.md
Default test matrices remove Python 3.10 and add Python 3.15. Specified workflows allow Python 3.15 failures to continue. Backend coverage and Codecov uploads move to Python 3.11.
Platform and release test matrices .github/workflows/cross-platform-test.yml, .github/workflows/cross-platform-test.md, .github/workflows/release-inventory-gate.yml, .github/workflows/release-lfx.yml, .github/workflows/release.yml, .github/workflows/release_bundles.yml, .github/workflows/sqlite-runtime.yml
Cross-platform stable testing covers Python 3.11–3.14; Python 3.15 is experimental. Release and runtime workflows update their Python matrices and Python 3.15 failure handling.
Python support configuration tests scripts/ci/test_python_support.py, scripts/ci/test_release_inventory.py
Tests check package Python ranges, workflow matrices, stable and experimental lanes, and Python 3.11 coverage. Release inventory expectations change to Python 3.11–3.15.
The support wording and its regression test need tightening, but neither finding establishes a blocked installation or test workflow.

Full details: Test Coverage For New Implementations
Explanation
The PR adds scripts/ci/test_python_support.py with pytest tests for package Python ranges, CI and release matrices, stable installation coverage, experimental non-blocking behavior, and Python 3.11 coverage. It updates scripts/ci/test_release_inventory.py for the new matrix. The files follow the repository test_*.py convention and .github/workflows/ci-scripts-test.yml runs all scripts/ci/ tests. The PR changes support and CI configuration, not a new application component, so separate feature unit and integration tests are not required.
Full details: Test Quality And Coverage
Explanation
The pull request adds meaningful pytest coverage for the Python support changes. scripts/ci/test_python_support.py checks all five package requires-python declarations, CI defaults, release and nightly matrices, stable installation coverage, Python 3.15 non-blocking behavior, and Python 3.11 coverage upload. test_release_inventory.py also verifies the updated release matrices. The tests assert configuration behavior rather than only importing files. Async and API endpoint criteria do not apply to this configuration-only change.
Full details: Test File Naming And Structure
Explanation
The changed test files follow the test_*.py pattern: scripts/ci/test_python_support.py is added and scripts/ci/test_release_inventory.py remains correctly named. Both use pytest-style test_* functions and assertions. The new tests have descriptive names, use parametrization, and cover positive and negative cases such as supported versus excluded Python versions and blocking versus non-blocking experimental jobs. They read repository configuration without shared mutable state, so no teardown is required. No frontend or end-to-end test files changed.
Full details: Excessive Mock Usage Warning
Explanation
The pull request adds scripts/ci/test_python_support.py and updates scripts/ci/test_release_inventory.py. Neither changed test file uses Mock, MagicMock, mocker, or patch. The tests read real repository files and parse actual workflow and package metadata. Existing mock usage in other CI tests is unchanged and does not create a pull-request regression.

- Line 27: Update the Python support test that checks `versions` to compare the
normalized declared specifier set against `SpecifierSet(">=3.11,<3.16")`,
ensuring the minimum excludes every Python 3.10 patch release rather than
checking selected versions.
