PyTorch dropped cu128 wheels after 2.11, so #1194 left users on drivers older than 580 unable to upgrade. This adds a cu126 extra (torch 2.14 built for CUDA 12.6, no Blackwell support) that works with driver 525+, and Fixes #1217.

PyTorch dropped cu128 wheels after 2.11, so the move to cu130 left users on drivers older than 580 unable to upgrade. The new extra installs torch built for CUDA 12.6 and works with driver 525+, but has no Blackwell kernels.

Fixes #1217
