Looks great! Just a couple of small nits that we could take care of and a quick rebase and this should be good to go. Let me know if you have any questions!

Nit: We can replace interface{} with any as they are exactly identical

for any future enhancement/extension, how about to make this an enum, like:
// +kubebuilder:validation:Enum=None;Inherit;Intermediate;Modern
// +kubebuilder:default=None
Profile TLSProfileType `json:"profile,omitempty"`
- None (default) — feature off, today's behavior, no ConfigMap.
- Inherit — read APIServer/cluster, resolve its profile.
- Intermediate/Modern — resolve directly from configv1.TLSProfiles. not allowing Old (TLS 1.0/1.1 and 3DES)
config/v1/types_tlssecurityprofile.go:
TLSProfileOldType TLSProfileType = "Old"
TLSProfileIntermediateType TLSProfileType = "Intermediate"
TLSProfileModernType TLSProfileType = "Modern"
TLSProfileCustomType TLSProfileType = "Custom"
I'd probably not start having Custom from beginning, could later add the Custom if ever needed to specify a different profile:
// +kubebuilder:validation:Enum=None;Inherit;Old;Intermediate;Modern;Custom
Profile TLSProfileType `json:"profile,omitempty"`
// +optional — only consulted when Profile == Custom
Custom *configv1.CustomTLSProfile `json:"custom,omitempty"`

Thanks @stuggi for checking! This proposal is interesting and definitely gives more flexibility compared to the bool that can be translated into either None or Inherit.
The Enum would give us the ability to customize it further and drive the action we can take from openstack-operator. This won't change the fact that we might want to query the APIServer to get the values we need but your proposal is good to cover future enhancements. Let me investigate a bit more this part and propose an update. This new interface might influence other parts of the implementation here but good to try and agree on the main interface first.

Ok @stuggi I think my last update reflects what we were discussing here. I enhanced the interface as suggested to work with an Enum and provide the following behavior:
None: no profile is inherited, no configMap is generated, we rely on lib-common defaultsInherit: query theAPIServer, get theTLSProfileand apply it to the openstack endpointsModern / Intermediate: we resolve it toconfigv1.TLSSecurityProfilethat is applied to the ctlplane.
I left out both Old because I think that None would already cover that use case as our defaults should represent the baseline, and Custom, which is interesting but I'd like to introduce it in a follow up.
I can track the work to have a Custom profile in a dedicated Jira, so we don't forget.
FWIW I tested it locally with OPENSTACK_IMG="quay.io/fpantano/openstack-operator-index:v0.1.2-tls" (with glance-operator watching the generated configMap) and it works as expected. The enhanced interface covers what we had with the boolean, plus the additional profiles that we can set directly.
Let me know if we're good with this part and feel free to check what I did here.

Define the stale ConfigMap behavior on resolution errors.
When resolveTLSProfile fails, reconciliation returns before it updates or deletes the ConfigMap. A ConfigMap from an earlier successful reconcile can remain published while OpenStackControlPlaneTLSProfileReady reports an error.
Delete the ConfigMap to fail closed, or retain the last valid profile and document that behavior. Add a regression test for a successful reconcile followed by a resolution failure.

Build succeeded (check pipeline). ✔️ openstack-k8s-operators-content-provider SUCCESS in 2h 55m 13s |
This patch represents the first step toward OCPSTRAT-2611. The openstack-operator reads the TLSSecurityProfile from the OpenShift APIServer CR and publish it in a well-known ConfigMap that is used to inject global defaults to the underlying OpenStack services. This ConfigMap contains the Apache httpd directives (SSLCipherSuite and SSLProtocol), plus MinTLSVersion in neutral form for the services that are not httpd based. lib-common merges that ConfigMap with global TLS defaults underneath the ConfigOptions of every Template it renders. Sharing the constant with lib-common keeps producer and consumer from drifting on the object name. Acting on the keys stays opt-in per service: a Service asks for the common template it wants (e.g. ssl.conf in this case) and the service's httpd config has to Include the rendered file. This fearure is currently off by default, and gated on spec.tls.profile, so a minor update does not change the TLS behavior. When the flag is set to None, the inheritance mechanism is not executed, and the TLSProfileReady condition is neither initialised nor set in the Status of the control plane CR.
