feat(bookings): booking approval for reservation requests - #3322
Before: a Base or Self-service member's reservation is a reservation. The "reserved" email goes out at once, and nothing records that anyone looked at it. After: for a role whose approval switch is on, that reservation is a request. It is held, marked "Pending approval", and the custodian cannot check it out until an owner, administrator or manager approves it. Those three approve either with the Approve button or simply by checking the request out: the hand-over is the decision. The custodian is told at every step.
Supersedes #2980, which is left open for the author to close: same design, brought onto today's main, plus the pieces below. Design record: approval is data on the booking, never a new status.
What a workspace gets
Settings, Bookings: two switches, one per requesting role.Base users request bookings is on by default: a Base member never checks out themself, an administrator or manager always hands the gear over, so that hand-over was already the approval and the switch only makes it visible (queue, badge, email), while the approver's check-out approves in one step so nobody is blocked. Self service users request bookings is off by default: that role is trusted to serve itself, and a workspace that wants a yes before they take gear opts in. Which switch gates a role comes from the role policy table (bookings.approvalSetting), not from a role comparison. Turning a switch on does not touch already-reserved bookings: reservations made while it is off are stamped approved at write time, and a one-time migration stamps every booking that predates the feature, so there is no enable-time sweep.
Requests. A Base or Self-service member's "Request reservation" lands as RESERVED with no approvedAt. The booking page, the list rows, the calendar bar (amber, dashed), the asset index's upcoming-bookings popover and the Companion screen all show "Pending approval". The custodian gets a "Booking request received" email instead of "Booking reserved"; the usual new-booking broadcast still reaches owners, admins and managers.
Deciding. Owners, administrators and managers see an Approve button (and "Approve request" on the phone). Approval stamps who and when, writes an activity note and emails the custodian "Booking approved". The list filter gains a Pending approval option, resolved server-side like the Expired option, and the sidebar's "View Bookings" shows how many requests wait for the people who can decide.
Saying no. Revert to draft now takes an optional reason, sent to the custodian as "What to change". A re-reserved booking is pending again. Cancel works as before.
The guard. While pending, check-out by anyone who may not approve is refused in the service for every path: full check-out, scan or select check-out, bulk, and the mobile check-out routes. A stale tab or a hand-made POST gets "Approval required". When an approver checks a pending request out, the same transaction stamps the approval (note + BOOKING_APPROVED event), so a Base member's request is approved and handed over in one step. Turning both switches off while requests are pending unblocks them at once.
Admins and managers never wait: their own reservations are approved in the same write.
What does not change
Availability and conflicts: a pending request holds its items exactly like a reservation. Calendar, reports and exports read it as RESERVED. The permission matrix gains one action, approve, held by Manager through the matrix and by Owner and Administrator through the resolver. Approvals also land in the activity log as a new BOOKING_APPROVED event (enum migration), beside the booking note.
Database:Booking.approvedAt / approvedById (+ index, FK), BookingSettings.requireApprovalForBase (default true) and requireApprovalForSelfService (default false), the BOOKING_APPROVED enum value, and a data migration that stamps approvedAt on existing rows. All additive; the data migration touches only rows with no stamp.
Proof (local rig, QA workspace, three logins)
Screenshots were taken with the earlier single switch; the flows are the same per role. Switch off: reserve, check out, check in unchanged (1). Switch on (2): admin reservation auto-approved (3); student request pending with tooltip (4), the student's list (5); manager's Pending approval filter (6), Approve in place of Check out (7), a direct check-out POST answered "Approval required"; approved (8) then checked out (9); revert, re-request pending again (10); switch off mid-request unblocks (11); calendar bar and sidebar count (14), asset index popover (15), send-back reason (16). Every email checked in Resend.
Not driven by hand: the Companion screen itself (its endpoint and flags are covered by route tests) and a Self-service member checking out their own approved request.
Review rounds
Codex round one (two findings) and the repo's own review pass (bugs, tests, conventions, security, impact) are applied in the two fix(bookings) commits; every finding is either fixed or answered in its thread.
Tests
Permissions: Manager holds approve, the requesting roles do not; effective-access fixture and apps/docs/roles-and-permissions.md regenerated. Service: approve (atomic, race-safe, refusals), request-received vs reserved email, revert clears approval and carries the reason, checkout gates. Lists: Pending approval filter in lockstep across index, tabs, select-all and export, dropped from the URL when both switches are off. Rows: no Check out while pending unless the viewer may approve. Approver check-out approves (full, first scan, bulk). Mobile: approve route and flags. Push and subject tables cover the two new events.
Orgs can require an admin's approval before a reservation made by a Base
or Self service user can be checked out. Approval is data on the booking
(approvedAt/approvedById), not a new status: RESERVED stays the only held
state, conflict semantics are unchanged, and shipped companion clients
never see an unknown enum value.
- BookingSettings.requireBookingApproval (default false) + approval
columns on Booking (additive migration)
- PermissionAction.approve, deliberately in no role's matrix entry, so
only ADMIN/OWNER hold it via the resolver short-circuit
- reserveBooking stamps approvedAt (self-approved) unless the org
requires approval for the reserving role; pending requests get a
'request received' email instead of the reserved confirmation
- approveBooking: stamps approval, writes an activity note, emails the
custodian (new APPROVED notification event)
- Checkout refused while pending at every entry point: web checkout,
fulfil-and-checkout (in-tx guard in checkoutBookingWritesWithinTx) and
the mobile partial-checkout first scan
- Revert-to-draft clears the approval so a re-reserved request needs
approval again; enabling the toggle backfills existing RESERVED
bookings as approved so nothing flips to pending retroactively
- Web UI: derived 'Pending approval' badge (header + list), Approve
dialog replacing checkout for admins while pending, settings toggle,
booking-process sidebar copy
- Mobile API exposes isPendingApproval + gates canCheckout; companion
renders the pending badge (display-only, OTA-able)

With the approval toggle on, a Self-service user's Reserve lands as a
pending request - the button said Reserve while the result was Pending
approval, which reads as a failure. The label now matches the outcome
for both restricted roles; with the toggle off Self-service keeps
Reserve.

Approval committed on its own, then wrote its audit note. A note failure after
that commit surfaced as "approving failed" while checkout was already unlocked,
and the retry hit the already-approved guard, so the trail lost the record for
good. The approver is resolved first and the update and the note now commit in
one transaction.
The write also had no predicate beyond the booking id, while the checks above it
are a read. Two admins approving at once both passed those checks and both wrote,
which sent the custodian two approval emails and left two notes. The write now
matches only a booking that is still an unapproved reservation, and a caller that
matches nothing is told someone else got there first. Same shape as
archiveBooking's conditional write.
Enabling the setting could auto-approve a request that did not exist yet. The
toggle commits before the backfill sweeps, so a reservation created in that gap
is genuinely pending, and the sweep stamped it approved with nobody reviewing it.
The route captures the moment before the toggle commits and the sweep is bounded
by it.
The switch's label pointed at an id nothing carried, and `hidden` kept it out of
the accessibility tree entirely, so the control had no accessible name. Both now
share one id and the label is `sr-only`.
`approveBooking` had no JSDoc: its block was sitting above
`markExistingReservationsApproved`, which already had its own. Moved, and the two
new components gained the module and export blocks the repo requires.
A new test covers the refused second approver, and asserts the custodian is not
emailed twice. Dropping the guard reddens the existing approval test.
The guarded approval write caught every error and reported it as "someone else
approved this". Only a missing row means that. A dropped connection, or the
audit note failing inside the same transaction, would have been dressed up as a
harmless race, telling the admin to refresh while the real fault went unlogged.
Only P2025 is treated as a lost race now; everything else propagates.
Enabling the setting also failed the whole request if the backfill threw, even
though the setting had already committed. The admin saw an error for a change
that had been applied, and every pre-existing reservation was left retro-flagged
as pending, which is the outcome that backfill exists to prevent. It now logs
instead, matching the auto-archive backlog beside it, and the message says the
reservations will read as pending until it is re-run.
Two tests: a P2025 rejection is reported as a lost race and does not email the
custodian, and a connection failure is not. Reverting to the blanket catch
reddens the second.
Revives the booking approval feature on today's main. Design unchanged
(booking-approval-flow/PRD.md, locked 2026-08-31): approval is data on the
booking (approvedAt/approvedById + BookingSettings.requireBookingApproval),
no new BookingStatus, pending = RESERVED with no approvedAt, derived through
one shared helper; checkout refused in the service while pending; off by
default; revert-to-draft clears the approval.
Conflicts resolved against main (8 files), and the parts of the PR that
had gone stale since September:
- schema.prisma: rebuilt on main's layout; only the approval fields are
added (the PR branch had re-aligned the whole file). The migration SQL
equals `prisma migrate diff` between main's schema and this one.
- reserveBooking: `isSelfServiceOrBase` became `alertsOrgOnReservation`
(policy notifications.reservationAlertsAdmins: BASE + SELF_SERVICE), the
same condition the PRD scopes approval to.
- edit-booking-form: main's useReservationIsRequest/useRoleAccess replace
the old role booleans; the Approve button is gated on the shared
`booking:approve` permission instead of "not Base/Self-service".
- mobile booking route: canCheckout keeps main's `writesBooking` and adds
`!isPendingApproval`.
- checkout transaction: the in-tx approval gate sits after main's
"nothing to check out" guard (main moved the model-request guard).
- approved email: resolves an actor ("Approved by") the way main's other
lifecycle emails do.
- INTENT_VERB gains approve-booking; bookingSettings test factory gains
requireBookingApproval; effective-access fixture now lists `approve`
for ADMIN and OWNER (intended: the resolver short-circuit grants it).
Two additions on top of the revived booking approval feature.
Manager can approve: the MANAGER booking row in @shelf/permissions gains the
`approve` action, so the web Approve button, the approve-booking intent and the
mobile API all resolve the same answer. The effective-access fixture and
apps/docs/roles-and-permissions.md are regenerated. The mobile booking detail
payload gains `canApprove` (display-only in Companion v1).
Pending approval filter: the bookings status picker offers "Pending approval"
when the workspace requires approval. It is not a BookingStatus; the list
resolves it in SQL (RESERVED, approvedAt null, workspace toggle on) through the
shared where builder, so the list, select-all and CSV export agree.
Copy now says "administrator or manager" wherever it said "admin", and the
feature's em dashes are replaced with plain punctuation.
Resolves eight conflicts against main as of 2026-11-02:
- Bookings list filter: main added a derived "Expired" status option
(EXPIRED_BOOKINGS_FILTER + bookingStatusFilterWhereParams). "Pending
approval" now follows that pattern exactly: PENDING_APPROVAL_BOOKINGS_FILTER
in modules/booking/constants.ts, accepted by getParamsValues, mapped to
statuses [RESERVED] + pendingApprovalOnly, resolved in buildBookingsWhere.
- Booking status badge: main's label/to/Expired logic kept; a pending request
adds the "Pending approval" badge beside it and drops the generic
"subject to review" suffix.
- Emails: main routes subjects and companion pushes through
modules/push/messages.ts by BookingEventType. REQUEST_RECEIVED and APPROVED
get titles and push copy; recipients for a request are still resolved as a
RESERVATION so the workspace broadcast fires.
- Partial checkout: main resolves expiry up front; the approval gate stays in
the RESERVED branch before the status flip.
- approveBooking tests restore the suite's default settings mock after each
case; the persistent mock leaked into main's new push assertion.
A reservation that waits for approval now toasts "Request sent" instead of
"Booking reserved", and the settings card names administrators and managers
as the approvers. Both found while driving the flows in a browser.
With the workspace switch off the status picker no longer offers Pending
approval, so a URL or saved filter cookie still carrying it showed the picker
at All over an empty list. The bookings index now redirects such a request to
the same list without the status, keeping every other filter.
A reservation request waiting for a decision was only marked on the bookings
pages. Now:
- Calendar: the request's bar is drawn amber and dashed, apart from the solid
blue of an approved reservation, and its popover badge says Pending approval.
- Advanced asset index: the Upcoming bookings popover draws the request the
same way.
- Sidebar: "View Bookings" carries the number of requests waiting, for the
people who may approve (zero for everyone else, so nobody sees a count they
cannot act on).
- Bookings list rows: no Check out button on a pending request; the service
would refuse it.
- Send back with a reason: the Revert to draft dialog takes an optional note,
sent in the custodian's email as "What to change" (HTML and text).
- Companion: POST /api/mobile/bookings/approve (same booking:approve
permission and ownership check as the web intent) and an "Approve request"
button on the booking screen when the server says the caller may decide.
Tests: row actions without Check out while pending, revert reason in the
email text, the mobile approve route.
This follow-up passes workspace permission grants into the remaining permission checks. It also adds Prisma schema models and a snapshot of the grants. I found no new security issues in the changes since the last review.

Make the approval toggle and reservation sweep atomic
If a Base or Self-service user reserves an older draft after the setting update commits but before this sweep runs, reserveBooking correctly writes approvedAt: null, but this predicate still matches because createdAt is the time the draft was created, not the time it was reserved. The sweep then silently approves that new request without review. Run the setting change and sweep in one transaction, or identify the reservations that were already RESERVED before enabling the setting.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in ee1f987. The action now reads the ids of the unapproved reservations before the setting is written and the sweep stamps exactly those ids, keeping the RESERVED and unapproved guards in the write. A draft reserved in the gap is no longer in the set, so it stays pending. Covered by a service test.
The reason will be displayed to describe this comment to others. Learn more.
Follow-up in 9093343: the sweep is gone altogether. Reservations made while the switch is off are stamped approved by reserveBooking in the same write, and a one-time migration (20261102150100_backfill_booking_approval) stamps the bookings that predate the feature. So turning the switch on has nothing to sweep: it cannot flag an old reservation, and it cannot swallow a request that was still waiting from an earlier on period (that request is simply pending again, which is what it is). The race this thread described no longer has a window.

Expose the approval requirement before mobile reservation
For a Base or Self-service user viewing a DRAFT in an approval-enabled workspace, this response only exposes the derived state after reservation. The Companion therefore cannot adapt its existing flow at apps/companion/app/(tabs)/bookings/[id].tsx:754-779, which still says “This confirms the booking” and reports “Reserved” even though the server created a request awaiting approval. Include a pre-reservation flag derived from the workspace setting and caller role, then use it for the prompt, button, and success copy.
The reason will be displayed to describe this comment to others. Learn more.
Fixed in ee1f987. The mobile booking detail sends reservationNeedsApproval for a DRAFT whose reservation by this caller would wait (workspace switch on and the caller's role is one whose reservations alert the workspace, the same rule reserveBooking applies). The Companion prompt, button and success message now read "Request reservation" / "Request sent" in that case.
…e as a request
Two Codex review findings on #3322.
The approval switch's sweep stamped reservations created before the switch,
by creation date. A draft older than the switch but reserved after it is a
real request and was stamped approved unseen. The action now reads the ids
of the unapproved reservations before writing the setting and sweeps exactly
those, with the RESERVED and unapproved guards kept in the write.
The mobile booking detail now sends `reservationNeedsApproval` for a draft
whose reservation by this caller would wait for a decision, and the
Companion's Reserve prompt, button and success message read as a request.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The change adds organization-level booking approval, approval actions for web and mobile, and pending-approval states across booking workflows. It also adds approval notifications, pending-request filters and indicators, and optional reasons when reverting bookings to draft.
Booking records and settings gain approval fields. The settings page can update the approval requirement. The permission vocabulary and grants add approval permissions.

Remove a stale Pending approval filter on the calendar.
If a user selects Pending approval and the workspace later disables approval, this loader still passes status=PENDING_APPROVAL to getBookingsForCalendar. The booking query requires approval to be enabled, so the calendar shows no events while the picker no longer offers that status. Apply the same stale-filter cleanup used by the bookings index before loading calendar events. (raw.githubusercontent.com)

If a Base or Self-service member reserves while approval is required, the service leaves approvedAt null. Update canPartialCheckout to require booking.isPendingApproval !== true, and
apply the same pending-approval guard to the “Scan to assign & check out” action
for model reservations. Keep the server-side checks authoritative.
From the repo's PR review pass (bugs, tests, conventions, security, impact):
- Drop the enable-time sweep. Reservations made while the switch is off are
stamped approved by reserveBooking itself, and a one-time migration
(20261102150100_backfill_booking_approval) stamps the bookings that predate
the feature, so turning the switch on never flags an old reservation and
never swallows a request left waiting from an earlier on period.
- Record BOOKING_APPROVED (new ActivityAction, enum migration) in the same
transaction as the approval note, so reports see who approved and when.
- Bulk check-out from the list refuses a batch holding a pending request up
front, instead of checking out the others and failing on it mid-loop.
- The sidebar count leaves out requests whose end date has passed.
- The scan check-out gate re-reads the booking row inside the transaction.
- Approved email reads "Booking request approved for <custodian>", since it
also reaches the creator and named recipients.
- Pending badge, count pill and calendar bar draw from BADGE_COLORS.orange;
the settings switch disables on its own fetcher; the revert dialog shares
one Zod schema with the route and shows the server's validation error;
getStatusClasses documents its options; the calendar reads the switch in
parallel with the bookings; the mobile approve route returns the name the
Companion type promises.
Tests: reserveBooking request vs self-approved writes and emails, the
checkoutBooking gate, bulk check-out refusal, the web approve and revert
intents, the mobile detail approval flags.
…pending status
When the approval switch is off, the bookings list drops a stale
status=PENDING_APPROVAL from the URL. The saved filter cookie still held it,
so the next visit restored the status and redirected back: a loop. The
redirect now rewrites the cookie from the cleaned query, or expires it when
nothing else is saved. Two tests cover both branches.
Companion: the reserve button's accessibility label now says "Request a
reservation" when the workspace requires approval, matching the visible text.
Assert the approver ID in the self-approval reservation test.
The test "approves an administrator's own reservation in the same write" checks only approvedAt: expect.any(Date) on the db.booking.update call. Because expect.objectContaining is a subset match, the test still passes if approvedBy: { connect: { id: userId } } is removed from the reserve write. Add that assertion so the test detects a lost approver.

Add a test for the transaction-time approval gate in checkoutBooking: make the
outer booking read approved, have the transactional re-read in
checkoutBookingWritesWithinTx return approvedAt: null with
requireBookingApproval enabled, and assert checkoutBooking rejects with the
existing “not been approved yet” message.
…he snapshot
The scanner's first scan of a RESERVED booking now locks the row inside the
transaction and branches on that status: a revert to draft or a cancellation
that committed since the pre-transaction read refuses the scan, a concurrent
first scan is not repeated, and the approval gate reads the fresh row with no
fallback to the snapshot. Three partial check-out tests cover these races.
Also from review: the approve route test asserts the success payload, the
settings card says a request waiting when the switch is turned off needs a
decision again when it is turned back on, and the revert dialog shows only a
server error that arrived after it was opened.
The redirect kept the page number of the filtered list; the unfiltered list may have fewer pages and would render empty. The lockstep test now sends page=3 and expects it gone.

Lock the booking before the asset flip for ONGOING and OVERDUE scans.

Lock the booking before the asset flip for ONGOING and OVERDUE scans.
The status lock runs only when the pre-transaction snapshot is RESERVED. A cancellation that commits after an ONGOING or OVERDUE snapshot does not stop the scan. The scan can then flip an AVAILABLE asset to CHECKED_OUT on a CANCELLED booking. Run the locked status check for every snapshot status, before the asset flip.

Move the lockBookingForStatusCheck call out of the RESERVED-only path so every
snapshot status is checked under lock before the asset flip. Preserve the
existing status validation and ensure a cancellation committed after an ONGOING
or OVERDUE snapshot prevents the asset from being changed to CHECKED_OUT.

Serialize booking removals with the booking lock, and recheck membership under that lock in partial check-out.
partialCheckoutBooking validates scanned ids against a snapshot read before its transaction. It flips scanned INDIVIDUAL assets to CHECKED_OUT by asset id alone, and only then takes lockBookingForStatusCheck. removeAssets deletes BookingAsset rows without taking that lock. Its status read is a plain read. A removal that commits after the snapshot can therefore leave a scanned unit checked out, with a checkout session for a slice that no longer exists. Locking in partial check-out alone does not close this, because the removal does not wait for that lock.
Take the same booking lock in removeAssets before it reads the status or deletes rows. The status read then sees the committed result of any concurrent checkout:
Suggested fix in removeAssets

+ await lockBookingForStatusCheck(tx, id, organizationId);
// Read the source booking's status under the SAME tx snapshot used by

In partialCheckoutBooking, move the booking lock ahead of the INDIVIDUAL flip. Under that lock, re-read the booking's BookingAsset rows and reject any scanned asset id that has no row on this booking, using the same 400 error as the pre-transaction check. Taking the booking lock before the asset writes matches the lock order in removeAssets.

Update removeAssets to acquire lockBookingForStatusCheck within its transaction
before reading booking status or deleting BookingAsset rows. In
partialCheckoutBooking, acquire the same booking lock before flipping INDIVIDUAL
assets, then re-read this booking’s BookingAsset rows under the lock and reject
scanned asset IDs no longer present with the existing 400 error.
Assert the partial check-out note in the concurrent first-scan test.
Assert the partial check-out note in the concurrent first-scan test.
The test sets the locked row to ONGOING and asserts only that no ONGOING update is issued. If partialCheckoutBooking returned after the locked read, this test would still pass. On this path the service still writes the performed a partial check-out note through createSystemBookingNote. The module mock and its import are already in place, and vitest.clearAllMocks() in the suite beforeEach clears earlier calls, so the assertion checks only this test's call.

In the concurrent first-scan test for partialCheckoutBooking, add an assertion
that createSystemBookingNote is called with content containing “performed a
partial check-out,” so the test verifies the service continues past the locked
read. Update the test’s expected assertion count to include this check.

An administrator or manager is both the approver and the person handing the
gear over, so Approve then Check out was two clicks for one decision. When a
caller who holds booking:approve checks a pending request out (full check-out,
first scan, or a bulk batch) the request is stamped approved in the same
transaction, with the same system note and BOOKING_APPROVED event approveBooking
writes. A custodian who may not approve is still refused.
The row buttons, the booking page and the phone keep Check out for approvers
while a request is pending; the settings card says so. Tests cover the three
paths, the row buttons and the phone flags.
The single "Require approval" switch is replaced by two: Base users request
bookings (on by default) and Self service users request bookings (off by
default). A Base member never checks out themself, so the hand-over by an
administrator or manager was always the approval; the default only makes it
visible, and the approver's check-out approves the request in one step. Self
service members are trusted to serve themselves, so their gate is opt-in.
The role policy table gains bookings.approvalSetting (base, selfService, none)
and reserveBooking reads the actor's setting instead of the broadcast flag.
Pending still means RESERVED with no approvedAt while any switch is on. The
migration adds both columns, copies the old value to the Self service switch
and drops the old column. Tests and fixtures follow.
Main moved the bookings-list row buttons into the shared action rules
(resolveBookingActions). The pending-approval rule moves there: Check out on a
request still waiting is offered only to a viewer who may approve, since their
check-out approves it. Four cases pinned in booking-actions.test.ts.

What a workspace gets
bookings.approvalSetting), not from a role comparison. Turning a switch on does not touch already-reserved bookings: reservations made while it is off are stamped approved at write time, and a one-time migration stamps every booking that predates the feature, so there is no enable-time sweep.approvedAt. The booking page, the list rows, the calendar bar (amber, dashed), the asset index's upcoming-bookings popover and the Companion screen all show "Pending approval". The custodian gets a "Booking request received" email instead of "Booking reserved"; the usual new-booking broadcast still reaches owners, admins and managers.BOOKING_APPROVEDevent), so a Base member's request is approved and handed over in one step. Turning both switches off while requests are pending unblocks them at once. What does not change
Availability and conflicts: a pending request holds its items exactly like a reservation. Calendar, reports and exports read it as RESERVED. The permission matrix gains one action,
approve, held by Manager through the matrix and by Owner and Administrator through the resolver. Approvals also land in the activity log as a newBOOKING_APPROVEDevent (enum migration), beside the booking note.Database:
Booking.approvedAt/approvedById(+ index, FK),BookingSettings.requireApprovalForBase(default true) andrequireApprovalForSelfService(default false), theBOOKING_APPROVEDenum value, and a data migration that stampsapprovedAton existing rows. All additive; the data migration touches only rows with no stamp.Proof (local rig, QA workspace, three logins)
