make drift now reads each recorded verifier's committees from the chain and flags any that no lane declares. Before, a committee whose lane was retired or repinned stayed a valid quorum without being noticed. apply-signature-configs can now revoke those committees: by default it only warns about each one, and with REMOVE_UNDECLARED_SIGNATURE_CONFIGS=true it stages the removal. The source side's remoteChainConfig is still not checked from the chain because there's no getter that lists it; the docs now say so.
